What was the target date for ETC programs?

Real ID enforcement began May 7, 2025. Approved ETCs allow tribal members to travel to Canada and Mexico by air, land, or sea.

How many federally recognized tribes are there in the USA?

The federal government recognizes 574 American Indian tribes and Alaska Native entities. Of these, approximately 12–15 tribes are currently ETC compliant.

What happens to tribal IDs when Real ID goes into effect?

As of May 7, 2025, standard tribal ID cards will no longer be valid for air or sea travel to Alaska, Canada, Mexico, or Latin America.

Why is an Enhanced Tribal Card (ETC) different from a standard tribal ID?

ETCs contain embedded security features and technology that allow data to be securely shared with U.S. Customs and Border Protection (CBP). Standard tribal IDs do not include these features.

An approved ETC allows entry into the United States from Canada or Mexico at all land and seaports of entry. ETCs are also valid for domestic air travel.

An ETC denotes identity, tribal citizenship, and United States citizenship, and allows CBP to electronically verify this information at ports of entry.

Is an ETC a replacement for a passport?

No. A passport is still required for international air travel. It is recommended that travelers carry a passport for any travel outside the United States.

What law authorizes the Enhanced Tribal Card program?

The ETC program was authorized under the Western Hemisphere Travel Initiative (WHTI), created by Congress in 2004 and finalized by DHS in 2008.

As of June 9, 2011, ETCs became an acceptable standalone WHTI-compliant document for entry into the United States at all land and seaports of entry.
